The country of Qatar is currently experiencing an economic boom in economy and industry and has placed an emphasis on a major drive toward development of infrastructure services and construction of projects on a national scale. Our client, the leading government agency for infrastructure development and project management, is growing their specialist teams and now looks to appoint a Construction Advisor to their Expressway Division who will be responsible for driving and managing a major expressway project. This key project is valued at USD6B and is an 81 km four lane dual carriage way split across 16 packages.

Reporting to the Director of Expressway Division, this role is a technical advisor to the Director of the Expressway Division for strategic direction, day to day management of the Expressway Management Strategic Business Unit (SBU) which includes a mega project. This role also advises on the improvement of the operational and fiscal activities of the SBU and develops / implements systems and procedures to improve the operating quality/effectiveness of the unit. This role also is a technical advisor in the development of continuous improvement plans to strategically enhance the performance of the Expressway Division SBU.

As the Technical Advisor to the Director of the Expressway project, the key tasks and duties:

• Assist in the development of the organization’s strategic direction, budget and prioritization of the operational plans
• Developing short and long term plans and prioritization for the Department aligned to the business strategy
• Continually reviewing priorities and plans and making adjustments to reflect changes in internal and external environments
• Monitoring and reviewing progress of SBU against the short and long term plan and initiate remedial action as required, ensuring adherence to project deadlines and achievement of business development objectives and targets
• Establishing relevant performance targets for the SBU, ensuring that they are realistic and support the objectives of the firm
• Developing reporting procedures on the performance of the SBU and working on continuously improving product designs, adherence to deadlines and optimization of costs
• Aligning prioritization of Expressway Division projects to ensure maximum synergy in execution of projects
• Establishing procedures for maintaining high standards of quality, reliability and safety, by implementing and maintaining controls and monitoring procedures for in-house staff and outsourced consultants/contractors
• Identifying operation and maintenance activities that can be outsourced and participating in the evaluation and selection of the outsourced consultants/contractors
• Evaluation and measurement criteria for supervising progress of third party contractors and timely identification and resolution of risks and issues.

Attributes:

• Engineering Degree, with specialization in major road / expressway developments
• Additional certification in project management is preferred
• Minimum 15 years experience in similar projects from both a strategic and operational management level, with at least 6 years at senior management level
• Experience in managing high performing multi-disciplinary teams
• Experience in managing, coordinating, and administering complex, multi function design projects
